In an unusual move, US President Donald Trump announced 100% tariff on all movies that have been produced outside the United States, claiming that Hollywood was being “devastated" by filmmakers and studios working abroad.

“The Movie Industry in America is DYING a very fast death. Other Countries are offering all sorts of incentives to draw our filmmakers and studios away from the United States. Hollywood, and many other areas within the USA, are being devastated," Trump said on his Truth Social platform.

Trump called this trend a concerted effort by other nations and a “national security threat". He said, “I am authorising the Department of Commerce, and the United States Trade Representative, to immediately begin the process of instituting a 100% Tariff on any and all Movies coming into our Country that are produced in Foreign Lands. WE WANT MOVIES MADE IN AMERICA, AGAIN!"

The announcement comes as the White House is coming under mounting criticism over its aggressive trade policies that have seen Trump impose sweeping tariffs on countries around the globe, prompting retaliatory measures by some countries.

Trump’s latest announcement followed China’s move last month to cut down on the number of US films it imports, a response to Trump’s aggressive trade policies that have imposed tariffs of up to 145% on numerous Chinese goods.

It was not immediately clear how such a tariff would be imposed, according to CNN. Films are intellectual property, not goods, so they represent a kind of service that is not currently subject to tariffs. However, the US Trade Representative notes that some services, such as regulations and tax incentives. can be subject to certain non-tariff trade barriers that can put American filmmaking at a disadvantage.

Many foreign cities have offered large tax breaks to film and televisions studios to shoot movies and shows outside of Hollywood. That has led to a large number of productions to shift operations to places like Toronto and Dublin. On top of that, many foreign staff demand cheaper pay, making some movies more economically viable to produce.
