The Canadian government is weighing the creation of three new Express Entry categories that could make it easier for certain foreign nationals — particularly Indians — to secure permanent residence.

Immigration, Refugees and Citizenship Canada (IRCC) said it is seeking public feedback on proposals to prioritize senior managers, researchers, scientists, and skilled military personnel for selection under its flagship immigration system, according to CIC news.

“Senior managers are highly skilled workers who oversee the operations of a company or organisation and who lead a team of employees,” the consultation document states. Attracting such candidates, the department says, could “bring fresh perspectives, accelerate digital transformation, enhance productivity, and contribute to organisational goals.”

Express Entry is the federal application management system that determines which foreign nationals are invited to apply for permanent residence. The new categories, if approved, are expected to launch in 2026.

The IRCC argues that giving preference to certain researchers and scientists could “enhance productivity and performance, and stimulate economic growth,” while recruiting military personnel from allied countries would help “support the Canadian Armed Forces.”

The proposals are part of a public consultation running until September 3, 2025. The government has not said when it will decide on the new categories, though it noted that some 2025 priority categories may carry over into 2026, including Francophone immigration outside Quebec and sectors facing long-term labour shortages. These include healthcare, skilled trades (particularly construction to address housing needs), education, STEM, and agriculture.

The department is also weighing whether the Express Entry system should focus more on talent already in Canada or expand recruitment overseas.
