The bill has faced opposition since Graham and other senators introduced it in April 2025, but Republican leaders eventually moved it forward in July 2026, shortly before Graham’s death on July 11. Since returning to office in January 2025, Trump has largely preferred to retain control over tariffs and sanctions, using them as major tools of US foreign policy rather than relying on Congress to set them through legislation.
