US-Israel-Iran war: Russia has condemned the strikes and warned of a "nuclear catastrophe", but why it remains a "fair-weather ally", explained

Russia has so far not directly intervened militarily to defend Iran in its ongoing conflict with the U.S. and Israel.
While Moscow has strongly condemned the strikes and warned of a “nuclear catastrophe". It remains a “fair-weather ally" due to its own military preoccupations and strategic interests. Moreover, their strategic partnership treaty does not include a mutual defence clause, say reports.
News18 explains five key reasons why Russia is abstaining from the war:
1. The Comprehensive Strategic Partnership Treaty signed in early 2025 specifically stopped short of a formal military alliance. Unlike Russia’s treaty with North Korea, this agreement only requires parties to abstain from hostile actions against each other and consult during threats. Russian officials have explicitly clarified that the pact does not mandate mutual military assistance, according to reports in foreign media.
2. Russia’s military resources are heavily committed to the war in Ukraine. Analysts note that Russia lacks the spare capacity to “project power" effectively on a second major front in the Middle East. Protecting its own borders and maintaining the “war of attrition" in Ukraine remains Moscow’s primary organising principle, say analysts.
3. Russia uses Iran as a geopolitical bargaining chip rather than a partner it is willing to die for. Moscow is reportedly prioritising potential mediation and negotiations with the Trump administration regarding Ukraine. Putin maintains significant diplomatic ties with Israel, influenced by the approximately two million Russian-speaking residents living there. Instability in the Middle East has spiked oil and gas prices, which directly benefits the Russian state coffers and helps fund its own war efforts.
4. Iran’s importance as a supplier has decreased over time. While Iran previously provided crucial Shahed drones, Russia has now indigenised and localised production of these systems (as the “Geran-2"), according to reports. Recent Israeli strikes have also damaged Iran’s own air defenses and missile production, making it a weaker ally to support.
5. During recent strikes, reports suggest Russia actively avoided involvement at its Syrian bases. There are claims that Russia switched off transponders and radar at its bases in Syria (Khmeimim and Tartus) during Israeli missile flights to avoid any “pretext for entering the conflict“. Putin has offered to act as a mediator rather than a combatant, suggesting a desire to de-escalate through diplomacy rather than force.
