In his media briefing on Operation Sindoor, Foreign Secretary Vikram Misri on Thursday spoke about the action India had and will seek against Pakistan’s The Resistance Front (TRF), a shadow group of the Lashkar-e-Toiba (LeT) .

Operation Sindoor, through which India targeted seven terror sites in Pakistan on May 7, came in response to the April 22 Pahalgam attack, for which the TRF had claimed responsibility. In response to India’s airstrikes, Pakistan attempted to target 15 spots across India, but the bid was foiled as New Delhi shot down their drones and missiles. In response, the Indian Armed forces targeted Air Defence radars and systems at a number of locations in Pakistan, including Lahore and Rawalpindi.

Reminding that the escalation was first made by Pakistan in Pahalgam, Misri said, “I wanted to point out your attention to the group calling itself The Resistance Front in these attacks. I pointed out yesterday that this a group that is a known front for the well-known Pakistan-based terrorist organisation, the Lashkar-e-Toiba (LeT)."

“The group has been reported earlier. I have mentioned earlier about the Indian authorities providing information on it to the United Nations 1267 sanctions monitoring committee. We are going to be meeting with the team very soon and will be providing an update to the information we have provided," he said.

“What is interesting is when the United States Security Council (UNSC) was talking about releasing a statement on the Pahalgam attack, imagine which country opposed the inclusion of the name of the TRF? Pakistan. This was after the fact that the TRF claimed responsibility for the attacks not once but twice, a few hours after the attack on April 22 and the morning of April 23. It was only after the gravity of the incident was realised by its masters and handlers across the border that it backed off from the claim. Obviously, the retraction doesn’t convince anybody," said Misri.

WHAT IS THE UNSC 1267 SANCTIONS COMMITTEE MISRI SPOKE ABOUT?

The UNSC 1267 Sanctions Committee, also known as the ISIL (Da’esh) and Al-Qaida Sanctions Committee, is a UNSC body tasked with implementing sanctions against individuals, groups, and entities associated with ISIL and Al-Qaeda. It was initially established in 1999 to address the situation in Afghanistan and target the Taliban, but has evolved to include broader sanctions against terrorism.

The committee’s primary goal is to combat terrorism by implementing sanctions, including asset freezes, travel bans, and arms embargoes, against individuals and entities associated with terrorism.

The committee is composed of all members of the UN Security Council, five permanent (China, France, Russia, the United Kingdom, and the United States) and ten rotating members, including India.

SANCTIONS LIST

The committee maintains a list of individuals and entities subject to sanctions, known as the ISIL (Da’esh) and Al-Qaida Sanctions List. This list is regularly updated based on information provided by member states and international organizations. The committee operates under the principle of consensus, meaning that all member states must agree before any action is taken. The committee also considers requests for delisting from the sanctions list.

The committee also has a monitoring team and an ombudsperson to help ensure the effective implementation of sanctions and to address concerns raised by member states.

WHAT DO THE SANCTIONS MEAN?

Assets freeze: All states are required to freeze without delay the funds and other financial assets or economic resources of designated individuals and entities.

Travel ban: All states are required to prevent the entry into or transit through their territories by designated individuals

Arms embargo: All states are required to prevent the direct or indirect supply, sale and transfer from their territories or by their nationals outside their territories, or using their flag vessels or aircraft, of arms and related materiel of all types, spare parts, and technical advice, assistance, or training related to military activities, to designated individuals and entities
