Russian President Vladimir Putin has said Russia is prepared to contribute USD 1 billion from its frozen foreign assets to the proposed US-backed Board of Peace and to discuss using the remaining frozen funds to rebuild territories damaged during the war in Ukraine, once a peace agreement is signed.
Putin made the remarks during a televised meeting of Russia’s Security Council late Wednesday, ahead of talks with American envoys expected to arrive in Moscow to discuss a possible settlement of the Ukraine conflict.
His comments marked a rare public acknowledgement that Moscow is willing to consider the use of its frozen assets for post-war reconstruction and international peace initiatives.
“Incidentally, the remaining funds from our frozen assets in the United States could be used to rebuild territories damaged by the fighting after a peace treaty is concluded between Russia and Ukraine," Putin said.
“We are also discussing this possibility with representatives of the US administration."
The Board of Peace is an initiative promoted by US President Donald Trump, aimed at overseeing ceasefire arrangements, including in Gaza.
“I think that we could contribute one billion dollars to the Board of Peace from the frozen assets," Putin said, adding that the issue would be discussed with Palestinian President Mahmoud Abbas.
The issue of frozen Russian assets has been a contentious topic since the start of the war, with Moscow repeatedly objecting to their seizure.
TALKS WITH US ENVOYS
Putin confirmed that US envoys Steve Witkoff and Jared Kushner are expected to meet him in Moscow to continue discussions on a potential political solution to the nearly four-year-old war in Ukraine.
He said the possible use of frozen Russian assets would be among the issues discussed with the US representatives in connection with recovery work in regions affected by the fighting.
“This possibility is also under discussion with representatives of the US administration," Russian news agencies quoted Putin as saying during the Security Council meeting, according to Reuters.
BOARD OF PEACE PROPOSAL UNDER REVIEW
Putin also addressed Trump’s invitation for Russia to join the Board of Peace, saying that no final decision had yet been made.
He said Russia’s foreign ministry had been instructed to study the proposal and would respond in due course.
Reuters noted that Putin described the Board of Peace primarily as part of efforts to address a Middle East peace settlement.
Earlier, Trump had said publicly that Putin had accepted the invitation, a claim the Russian leader later contradicted by stating that the proposal was still under consideration.
