The controversy emerged just days after Congress launched a menstrual hygiene initiative in Bihar.
The Congress on Sunday lodged an FIR against two individuals for allegedly creating and circulating a morphed and fake images of Lok Sabha leader of opposition Rahul Gandhi on a sanitary pad.
The videos and images, which went viral on social media platforms, showed Rahul Gandhi’s photo being pasted on a sanitary pad, and purportedly being distributed under the party’s Priyadarshini Udaan Yojana in Bihar.
Congress leader Supriya Shrinate confirmed that an FIR has been registered regarding the video. “An FIR has been lodged against the misuse of Rahul Gandhi’s image to create a fake video. Action is also being taken against others involved," Shrinate said on Sunday.

The accused, reportedly Bihar-based, allegedly morphed Rahul Gandhi’s picture and placed it on a sanitary pad.
The complaint claimed that this act was intended to spread false information, defame, and promote misogynistic views. The complainant also sought action against those who have reposted the post.
FIR has been registered under BNS 192 for provoking someone with the intent to cause a riot. Section 336(4) for forging an electronic record specifically to harm someone’s reputation and BNS section 353 for spreading false statements, rumours, or reports likely to cause public mischief, fear, or animosity.

Meanwhile, the Congress’ decision to front Rahul Gandhi’s face on the free sanitary pads it aims to distribute to women in Bihar has triggered a massive row. The rival parties have questioned the rationale of Gandhi’s face on the product meant for women.
The pads are being distributed under the party’s Priyadarshini Udaan Yojana, aimed at raising menstrual hygiene awareness among women in Bihar. The initiative, says the party, is part of a larger campaign for women voters in the state.
The boxes being distributed under the initiative feature photos of Rahul Gandhi and Priyanka Gandhi Vadra, aiming to increase awareness and visibility of the drive.
