India To Seek Nijjar Aide Arsh Dalla's Extradition As Canada Denies Appeal For Arrest

Indian authorities are pursuing an extradition request for proclaimed terrorist and Khalistani separatist Arshdeep Dalla, who was recently detained by Canadian authorities after he appeared in a footage concerning a shootout.
The external affairs ministry’s spokesperson Randhir Jaiswal on Thursday said: “In view of the recent arrest, our agencies will be following up on an extradition request. Given Arsh Dalla’s criminal record in India and his involvement in similar illegal activities in Canada, it is expected that he will be extradited or deported to face justice in India".
Arshdeep Dalla remains holed up in Canada and Indian authorities said that despite several requests Canadian authorities have failed to take action against Dalla and other individuals who threaten India’s sovereignty through Khalistani separatist outfits who not only push for violent means to carve out a Sikh nation out of India but are also increasing attacks against members of the Canadian-Indian and other diaspora communities.
“Arsh Dalla is a proclaimed offender in over 50 cases of murder, attempted murder, extortion and terrorist acts including terror financing. In May 2022, a Red Corner Notice was issued against him. He was designated in India as an individual terrorist in 2023. In July 2023, the Government of India had requested the Canadian government for his provisional arrest. This was declined," Jaiswal said.
Canadian authorities in Halton had detained him for his role in a shootout case but let him go later.
Jaiswal said that India sought the provisional arrest of Dalla from the Canadian authorities in July 2023 but the request was declined.
He said that additional details regarding his suspected involvement in illegal activities were shared with Canada, including his potential residential address, financial links to India and mobile numbers, through the Mutual Legal Assistance Treaty (MLAT).
The MEA said that Canadian authorities were provided with this information in January 2023. However, in December 2023, the Canadian Department of Justice sought further clarification, to which a response was provided by India in March 2024.
