Fresh images emerging from Pakistan show Lashkar-e-Taiba (LeT) chief and the Mumbai attacks mastermind Hafiz Saeed, attending the foundation-laying ceremony of a new building under construction in Multan, which intelligence sources allege will serve as a new base for the banned outfit.

The photographs clearly show Saeed at the site, participating in prayers and other rituals marking the start of construction, said a News18 Hindi report. Security officials reportedly said that the presence of Saeed at the ceremony underlined Pakistan’s continued patronage of terror groups targeting India, despite repeated international assurances to act against them.

Hafiz Saeed, one of India’s most wanted terrorists, is the alleged mastermind behind the 26/11 Mumbai terror attacks and has also been named in investigations related to the Pulwama suicide bombing. The Investigation Agency (NIA) has booked him in multiple cases linked to terror financing and the funding of militant activities in Jammu and Kashmir.

Though Pakistan has intermittently claimed action against Saeed, including brief periods of incarceration on terror-funding charges, intelligence officials argue that such measures have largely been cosmetic. “These images are proof that Pakistan continues to operate terror infrastructure openly, even as it seeks international financial assistance," a senior security official reportedly said.

Lashkar-e-Taiba, founded by Saeed, is designated a terrorist organisation by several countries, including India and the United States. The US State Department has placed a reward of $10 million on Saeed under its Rewards for Justice programme. According to the US government, Saeed is also the chief of Jamaat-ud-Dawa, a front organisation for LeT, both of which are banned terror outfits.

Since 2012, the US has maintained that Saeed is responsible for acts of terrorism worldwide and continues to seek actionable information leading to his conviction. Analysts note that the apparent freedom with which Saeed operates raises questions about the international community’s enforcement of a zero-tolerance policy against terrorism, particularly as Pakistan continues to receive global financial support.
