Parliament Monsoon Session LIVE: Lok Sabha Passes Bill To Regulate Online Gaming

Shiv Sena (UBT) leader Sanjay Raut on Wednesday said the bills that provide for removal of a prime minister, a chief minister or a minister arrested on serious criminal charges were aimed at terrorising the governments led by opposition parties.

Talking to reporters, he took a dig at Maharashtra Deputy Chief Minister Eknath Shinde and Shiv Sena ministers, saying if this law comes into force, they will have to go to prison every day.

“The new laws are aimed at terrorising opposition governments and creating fear among them. The new laws are meant to ensure that the governments of different parties in the states join the BJP or else there will be a looming threat of the chief minister getting arrested,” Raut said.

These new laws symbolise dictatorship, he alleged.

Congress MP Manish Tewari said, “I rise to oppose the introduction of these three Bills. This Bill is squarely destructive of the basic structure of the Constitution. This Bill opens the door for political misuse by instrumentalities of the State whose arbitrary conduct has been repeatedly frowned upon by the Supreme Court. It throws all existing Constitutional safeguards to the winds.”

AIMIM MP Asaduddin Owaisi opposed the bill and said, “I stand to oppose the introduction of Jammu and Kashmir Reorganisation (Amendment) Bill 2025, Government of Union Territories (Amendment) Bill 2025 and the Constitution (One Hundred and Thirtieth Amendment) Bill 2025.”

“This violates the principle of separation of powers and undermines the right of the power to elect a government. It gives executive agencies a free run to become judge and executioner based on flimsy allegations and suspicions. This government is hell-bent on creating a police state. India Constitution is being amended to turn this country into a Police State…” he added.

Parliamentary Affairs Minister Kiren Rijiju slammed the opposition for creating disruptions, saying even school students are now mocking the parliamentarians for their conduct in the House.

As the Opposition protest continued, PC Mohan, who was chairing the proceedings, adjourned the House till 2 pm.

Online Gaming Bill aims to promote and regulate the online gaming sector, including e-sports, educational games and social gaming and to provide for the appointment of an Authority for coordinated policy support, strategic development and regulatory oversight of the sector.

The Promotion and Regulation of Online Gaming Bill, 2025, was introduced by Electronics and Information Technology Minister Ashwini Vaishnaw.

AIMIM chief Asaduddin Owaisi has submitted a notice opposing the introduction of three bills listed by the Union Home Ministry in today’s business of the Lok Sabha. 

“These Bills collectively weaken judicial safeguards, erode parliamentary democracy, and jeopardise the federal structure of India. They empower unelected officials at the expense of elected representatives, and fundamentally undermine the rights of the people to an accountable, representative government,” he said.

On the Bill for removal of PM, CMs, Ministers held on serious criminal charges, Samajwadi Party MP Ram Gopal Yadav said, “Even if there is no charge against someone, charges can be made and are being made under this Government.”

“People are being jailed under false, serious charges. In states that do not have BJP CMs or Ministers, another method to remove them power is being brought by this government. Democratic norms are not left anymore. Those who are bringing this Bill, are not getting one thing – once they go out of power, they won’t come back. Their own people have started opposing them,” he added.

The three bills together cover the PM, CMs and ministers across states and UTs, plus the Capital Territory (NCT) of Delhi.

If they are arrested and remain in custody for 30 consecutive days, for an offence punishable with jail of at least five years, they shall have to resign by the 31st day or be automatically removed, say the bills.

Union Home Minister Amit Shah is set to introduce three bills on Wednesday aimed at addressing corruption allegations against incumbent ministers.

Among them, Shah is likely to table the 130th Constitutional Amendment Bill, which will introduce Section 5A to Article 239Aa to address the issue of the removal of elected representatives—prime ministers, chief ministers, and ministers, etc—arrested or detained on serious criminal charges.
