The Metropolitan Police Department said Independence Avenue was temporarily shut in both directions between Washington Avenue SW and Second Street SE to allow emergency teams to secure the area. The road later reopened once the situation was under control.
Officials said the cause of the fire has not yet been determined.
The trolley system consists of three lines maintained by the Architect of the Capitol (AOC). The route running beneath the Rayburn building -- where the fire occurred -- has been in service since the 1960s, according to AOC records. The other two lines serve the Russell and Dirksen Senate Office Buildings.
