In a scathing indictment of Pakistan’s powerful military establishment, Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has accused the country’s top intelligence agencies, Inter-Services Intelligence (ISI) and Military Intelligence (MI), of fostering militancy and fuelling violence in the province.
Addressing an All Parties Conference in Peshawar, CM Gandapur said the ISI and MI are planting and protecting militants in Khyber Pakhtunkhwa. He alleged that the agencies effectively “own" the militants operating in the region and are directly responsible for the escalating terror threat.
The chief minister emphasised that his government has cleared all areas of militants and conducted multiple operations against them. However, he said the efforts of the provincial police and administration are being actively undermined by the intelligence agencies, who continue to shield extremists under the guise of supporting so-called “Good Taliban".
Rejecting this distinction outright, Gandapur declared that the province does not want the “Good Taliban" being protected by the ISI and MI. “We don’t want your Good Taliban in the province," he said.
He issued a strong warning, saying the people of KP will not tolerate further violence. If the agencies wished to continue playing “dirty games," he said, they might as well officially recruit the militants and give them uniforms.
According to the chief minister, the worsening security situation in the province cannot be brought under control because of the influence and interference of ISI and MI. He further revealed that whenever KP Police arrest militants, individuals from ISI arrive to secure their release.
Indian Intelligence Sources: ‘Old Story Of ISI’
Top Indian intelligence sources told CNN-News18 that these developments reflect a familiar pattern. According to them, the ISI has long opposed stability in areas governed by Imran Khan’s Pakistan Tehreek-e-Insaf (PTI), such as Khyber Pakhtunkhwa.
They believe the agency is deliberately turning these regions into terror hubs to weaken the PTI’s leadership and governance. The broader goal, they say, is to portray CM Gandapur as a failed administrator and pressure him into resignation.
The sources also commented on the deteriorating condition of Imran Khan, adding that his sister has already announced plans to approach the Court of Justice. She has also described the prevailing system in Pakistan as being under “Asim Law," a reference to Army Chief General Asim Munir’s growing dominance in the country’s political landscape.
These revelations lay bare the deepening cracks between Pakistan’s civilian government and its military-intelligence establishment, even as the country continues to grapple with political instability and rising militant violence.
