In a striking Valentine’s Day address from the Munich Security Conference, US Secretary of State Marco Rubio delivered a “tough love" ultimatum to European allies regarding the future of the transatlantic alliance.

Rubio emphasised that the US and Europe “belong together" and that America will “always be a child of Europe" due to a shared cultural and Christian heritage.

Rubio signalled that the era of the US acting as Europe’s primary security provider is ending. He characterised the current relationship as unbalanced, warning that Europe must “change" its approach to defense or face a significant American withdrawal.

What Rubio said

Rubio warned that the US is not interested in being a “polite and orderly caretaker of the West’s managed decline". He demanded that European nations increase defense spending beyond current NATO targets, moving from “consumers of security to producers of it".

Rubio emphasised that US priorities are shifting toward the Indo-Pacific to counter China, leaving Europe responsible for its own regional security, specifically regarding Russia.

Keeping with the holiday theme, Rubio’s rhetoric implied that the US is no longer willing to be the partner that pays for everything while receiving little in return, framing a potential “breakup" if expectations aren’t met.

He made it clear that while the U.S. seeks a “reinvigorated alliance", it expects “seriousness and reciprocity" from its friends, signalling that the era of unconditional support has ended.

European leaders, including EU Commission President Ursula von der Leyen, welcomed the softer tone compared to the previous year’s address by Vice President JD Vance, but they also used the forum to stress that Europe must become more independent and “stand on its own two feet".

Rubio to visit eastern Europe, bolster ties with pro-Trump leaders

Rubio is set to begin a two-day trip on Sunday, to bolster ties with Slovakia and Hungary, whose conservative leaders, often at odds with other European Union countries, have warm ties with President Donald Trump.

Rubio will use the trip to discuss energy cooperation and bilateral issues, including NATO commitments, the State Department said in an announcement last week.

“These are countries that are very strong with us, very cooperative with the United States, work very closely with us, and it’s a good opportunity to go see them and two countries I’ve never been in," Rubio told reporters before departing for Europe on Thursday.

Rubio, who in his dual role also serves as Trump’s national security adviser, will meet in Bratislava on Sunday with Slovak Prime Minister Robert Fico, who visited Trump in Florida last month. The U.S. diplomat’s trip follows his participation in the Munich Security Conference over the last few days.

On Monday, Rubio is expected to meet with Hungarian leader Viktor Orban, who is trailing in most polls ahead of an election in April when he could be voted out of power.
