US President Joe Biden appeared to be confused as he addressed world leaders in New York with a "Welcome to Washington" — delivering yet another jaw-dropping blunder after being forced to end his presidential campaign over concerns about his mental and physical well-being.

Addressing the gathering of world leaders at the InterContinental New York Barclay hotel, Biden stated, “Thank you, thank you, thank you. Welcome to Washington."

Without stopping to realise his mistake, the 81-year-old leader pressed on with his speech.

Reiterating his support for Ukraine, he stated, “Fellow leaders, friends, for 944 days Russian President Vladimir Putin has waged his vicious onslaught against Ukraine."

The event was strategically scheduled to align with the annual United Nations General Assembly in New York, where Biden delivered his address on Tuesday.

Biden repeatedly called his Ukrainian counterpart Volodymyr Zelenskyy "Mr President" without using his surname. This came after Biden's twin gaffes at the NATO summit in July, where he shocked attendees by introducing Zelenskyy as "President Putin." The slip came just hours after he mistakenly referred to Kamala Harris as "Vice President Trump."

After Biden, Zelenskyy, UK Prime Minister Keir Starmer, and Italy's Prime Minister Giorgia Meloni (via video feed) addressed the event.
